WhatsApp Service Message Charges Started October 1, 2026
Since October 1, 2026, Meta charges for WhatsApp service messages beyond 1,000 free per number a month and for in-window utility replies. How to plan.

TL;DR
- Since October 1, 2026, Meta charges for service messages (free-form replies inside the 24-hour customer service window) on the WhatsApp Business Platform once a business phone number passes 1,000 delivered service messages in a month.
- Utility template messages sent inside the 24-hour window are charged again from the same date. They had been free since July 1, 2025.
- Messages from customers are still free, and so are messages inside a free entry point window opened by a Click-to-WhatsApp ad. Eligible government and non-profit organizations keep free service messages through December 31, 2027.
- Meta bills only for delivered messages, at the rate for the recipient’s market. Meta says it may update rates up to quarterly, so always check its current rate cards.
- These charges apply to numbers connected through the official WhatsApp Business Platform (Cloud API). A number linked by QR code uses WhatsApp’s linked-device feature instead and does not go through Meta’s platform billing, but all of WhatsApp’s policies still apply.
What exactly changed on October 1, 2026?
Two things changed on the WhatsApp Business Platform on October 1, 2026, both announced in advance by Meta (Meta pricing updates):
- Service messages are now chargeable. A service message is any free-form (non-template) message a business sends inside the 24-hour customer service window, whether a person typed it or a third-party tool generated it. Each business phone number gets a free tier of 1,000 delivered service messages per month. From the 1,001st delivered service message in a month, Meta charges at that market’s utility and authentication rate.
- Utility messages sent inside the window are chargeable again. Meta’s wording: “Effective October 1, 2026 - Meta will charge on a per-message basis for utility messages sent in response to users (within an open 24-hour customer service window).” These had been free since July 1, 2025.
Before this date, service messages had been free since November 1, 2024, when Meta stopped charging for service conversations. So for almost two years the model was: pay for templates, reply for free. That is no longer the case once a number passes the free tier.
How does WhatsApp Business Platform pricing work in general?
Since July 1, 2025, Meta charges per message rather than per conversation. Two rules shape every bill (Meta pricing):
- You pay only for delivered messages. “Businesses are only charged when a message is delivered. Meta does not charge for messages sent.”
- The rate depends on the category and the recipient’s market. The market is determined by the country calling code of the recipient’s number.
As of October 1, 2026, the categories are:

Meta also offers volume tiers for utility and authentication messages: “Businesses can unlock lower utility and authentication rates based on the number of messages they send in a month, by market-category.” Volume counts across every account in the business portfolio, resets monthly, and only charged messages count. Meta has said it will not offer volume tiers for service messages (Meta pricing).
How does the 1,000 free service message tier work?
The free tier is per business phone number, not per business portfolio, and it counts delivered service messages. From Meta’s documentation: “Each business phone number has one free tier of 1,000 delivered service messages per month. Meta charges as of the 1,001st service message per month.” (Non-template message pricing)
Three details matter for planning:
- It resets monthly and does not roll over. Unused messages in September do not carry into October.
- Replies from third-party AI count as service messages. If an AI tool answers inside the window, that message is a service message on Meta’s side, and the AI vendor bills separately for its own work.
- The rate after the free tier matches the utility and authentication rate for that market. Meta: “By market, rates for service messages will be the same as the rates for utility and authentication messages.”
For example, a small support team with a few hundred conversations a month on one number could stay inside the tier in a quiet month and pass it in a busy one, so count delivered outbound messages per number from the first of each month.
Are utility templates inside the 24-hour window still free?
No. Since October 1, 2026, Meta charges for utility template messages sent inside an open customer service window. Between July 1, 2025 and September 30, 2026 they were free as in-window replies; now a utility template inside the window costs the same as one sent outside it (Meta pricing updates).
A quick refresher on the window itself, from Meta: “When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts. If the user messages or calls you again before the timer expires, the timer resets to 24 hours.” Free-form messages can be sent only while the window is open; outside it, approved templates are the only option (Sending messages).
What stays free?
Not everything is charged. As of October 3, 2026:
- Messages from customers to your business. “Meta does not charge for messages from a WhatsApp user to a business.”
- The first 1,000 delivered service messages per business phone number each month, as described above.
- Messages inside a free entry point window. When a customer arrives from an ad that clicks to WhatsApp and you reply inside the customer service window, a free entry point (FEP) window opens. During that window Meta does not charge for marketing, utility, authentication or service messages. Meta Business Agent messages are still charged. Meta’s current pricing page says the FEP window “may remain open for up to 7 days”, while some older Meta pages say 72 hours, so check the current page before you plan around it (Meta pricing).
- Service messages for eligible government and non-profit organizations beyond the free tier, through December 31, 2027.
How is Meta Business Agent priced compared with third-party AI?
Meta launched its own AI agent for the platform, Meta Business Agent, on July 1, 2026. Since August 1, 2026 its messages are charged per token at “One global rate of $2.00 USD per 1M tokens”, which Meta describes as roughly 4 to 5 US cents per message (Non-template message pricing).
Replies from a third-party AI tool are ordinary service messages on Meta’s side (free within the tier, then charged at the utility/authentication rate), and the AI vendor bills separately. Which is cheaper depends on your market’s rate, your volume and the vendor’s pricing.
One related note: Meta’s terms, updated January 15, 2026, bar general-purpose AI providers from the platform when AI is the primary functionality, and since February 16, 2026 Meta charges “AI Providers” for non-template messages in markets where it must allow them (EU/EEA charges stopped on May 13, 2026; Brazil continues). Meta says this “does NOT change how or what Meta charges all other businesses” (AI Provider pricing).

Meta publishes rate cards by market and “may update rates up to quarterly”. This article deliberately gives no per-message rates; use Meta’s rate cards for the current numbers in your currency.
Two regional notes. WhatsApp does not currently deliver marketing templates to United States (+1) numbers, and because Meta charges only on delivery those attempts are not billed; utility, authentication and service messages are unaffected (Per-user marketing limits). Indian businesses must migrate every WhatsApp Business Account in their portfolio to INR billing by December 31, 2026, since “as of January 1, 2027 Meta will no longer deliver the messages of non-INR WABAs” (Meta pricing).
Checklist: how do you cut unnecessary sends without hurting service?
The goal is not to reply less; it is to stop paying for messages that do not help the customer.
- Count delivered outbound messages per number each month. The free tier is per number, so a workspace with several numbers has several tiers.
- Combine short replies. Five one-line messages in a row are five service messages. One clear reply is one.
- Turn off automatic acknowledgements that add nothing. A “Thanks, we got your message” auto-reply counts toward the tier. Keep auto-replies that answer a real question.
- Use utility templates for what they are meant for. They are no longer free inside the window, so send a shipping update once, not at every step.
- Watch AI-generated replies if you use a third-party AI tool. Each one is a service message. An assistant that answers accurately in one message costs less than one that asks three clarifying questions.
- Make opt-in and opt-out easy. Meta’s Business Messaging Policy requires opt-in permission before you contact anyone (Business Messaging Policy).
- Check Meta’s rate cards every quarter, since rates can change that often.
Where does whatsappx.si fit?

- A number linked by QR code uses WhatsApp’s linked-device feature, like WhatsApp Web. It is not connected to Meta’s Business Platform, so the platform’s per-message charges described in this article are not billed for it. The trade-off is that linked devices are meant for everyday conversations, not high volume or automation at scale: WhatsApp allows up to four linked devices per account, and they log out if the phone goes unused for more than 14 days (About linked devices). WhatsApp’s terms and policies apply in full.
- A number connected through the official WhatsApp Business Platform (Meta Embedded Signup inside the app) is billed by Meta exactly as described above, including the 1,000-message free tier. whatsappx.si does not add to or change Meta’s fees; what you pay Meta is between you and Meta.
In both cases your whole team can reply from the same inbox, assign chats to teammates and set keyword-triggered auto-replies. AI-written replies to customers are coming soon and are not available today. On a Meta number, every message your team or a keyword rule sends inside the window is a service message on Meta’s side.
A few habits keep a number healthy whichever way you connect it. If the number is brand new, use it normally on your phone for 15 to 20 days before linking it to any software. Send in small batches of 5 to 10 messages at a time and never in bulk, and only message people who have opted in. WhatsApp states that its products “are not intended for bulk or automated messaging, both of which have always been a violation of our Terms of Service” (WhatsApp FAQ). For high volume and templates, use the official platform and budget for Meta’s fees.
