What Meta charges Indian businesses per delivered WhatsApp message, what changed on 1 October 2026, INR billing, what BSPs add and what an inbox costs on top.

- Meta charges Indian businesses on the WhatsApp Business Platform per delivered message, with the rate set by the message category (marketing, utility, authentication, service) and the recipient’s country. Messages from customers to you are free.

- Your total bill is Meta’s per-message fees plus whatever your Business Solution Provider (BSP) or inbox software charges. Some vendors add a markup on Meta’s rates, some pass them through at cost.
- Rates change up to quarterly, so always check Meta’s rate card for the current INR figures rather than relying on any article, including this one.
How does Meta charge for WhatsApp messages in India?
Meta charges businesses on the WhatsApp Business Platform per delivered message. The model has been in place since 1 July 2025: "Businesses are only charged when a message is delivered. Meta does not charge for messages sent" (Meta pricing documentation). The rate depends on two things:
- The message category. Template messages are marketing, utility or authentication. Non-template messages are service messages (replies written by a person or a third-party AI) or Meta Business Agent messages (Meta’s own AI agent, charged per token).
- The recipient’s market. Rates are set per country calling code. For a customer with a +91 number, the India rate applies regardless of where your business is registered.
Meta publishes a rate card for each market and says it "may update rates up to quarterly". For that reason this article does not hard-code Meta’s INR figures. Open the rate card on Meta’s pricing page and check the India row on the day you are budgeting.
What changed on 1 October 2026?
Two things changed, and both matter for Indian support and sales teams because most of their traffic is replies, not campaigns.
Service messages are now charged after a free tier. Meta’s documentation states: "Each business phone number has one free tier of 1,000 delivered service messages per month. Meta charges as of the 1,001st service message per month." The tier resets monthly and does not roll over. By market, "rates for service messages will be the same as the rates for utility and authentication messages", and "Meta will not offer volume tiers for service messages" (Meta: non-template message pricing; WhatsApp Business FAQ).
Utility templates sent inside the 24-hour window are now charged. These had been free since July 2025. From 1 October 2026 "Meta will charge on a per-message basis for utility messages sent in response to users (within an open 24-hour customer service window)" (Meta).

What is still free on the WhatsApp Business Platform?
Not everything is billed. As of October 2026 the following cost nothing from Meta:
- Messages from customers to your business. "Meta does not charge for messages from a WhatsApp user to a business" (Meta).
- The first 1,000 delivered service messages per business phone number per month. If you run three numbers, each gets its own tier.
- Messages inside a free entry point (FEP) window. When a customer arrives through a Click-to-WhatsApp ad and you reply inside the 24-hour window, a free entry point window opens. During it Meta does not charge for marketing, utility, authentication or service messages (Meta Business Agent messages are still charged). Meta’s current page says "The FEP window may remain open for up to 7 days", though older pages say 72 hours, so confirm before you plan around it (Meta; whatsappbusiness.com).
- Service messages for eligible government and non-profit organisations, beyond the free tier, through 31 December 2027.
What are the message categories and when is each charged?

INR billing: what must Indian businesses do by 31 December 2026?
Meta launched INR billing on 1 January 2026 for Solution Partners and directly integrated clients whose "Sold-To" country is India. The deadline is firm: "Eligible customers must ensure all WABAs in their business portfolio are migrated to INR by December 31, 2026 to avoid disruptions, since as of January 1, 2027 Meta will no longer deliver the messages of non-INR WABAs" (Meta). The WABA Currency Migration APIs have been available since 1 June 2026.
In practice: if you connect directly to Meta, check the currency on each WABA in Meta Business Manager and migrate any still in USD. If you go through a BSP, ask them in writing whether your WABAs are on INR billing and who handles the migration. Also confirm how GST is applied to each invoice, so you budget on the gross figure.
What do BSPs and inbox tools charge on top of Meta?
Meta’s per-message fee is only the first layer. Most Indian businesses reach the API through a Solution Partner (commonly called a BSP) or a Tech Provider, and then use some software to actually read and answer chats. Meta describes Solution Partners as partners that provide "messaging services, billing, integration support, and customer support", and can extend credit and invoice you; Tech Providers offer similar services without credit lines, so you add your own payment method (Meta).
There are three common ways vendors handle Meta’s fees. All figures below are from the vendors’ own pricing pages as of October 2026 and may have changed since:

Then there is the subscription for the software itself. Indian vendors publish INR plans: for example, AiSensy lists paid plans from ₹1,500 per month billed monthly, with India rates effective 1 October 2026 of ₹1.09 per marketing message and ₹0.145 per utility, authentication or service message (AiSensy pricing); Wati lists its Growth plan at ₹2,199 per month billed annually with 3 users included (Wati pricing); DoubleTick lists Starter at ₹3,000 per month billed yearly plus GST (DoubleTick pricing). As of October 2026, these vendors are stronger than whatsappx.si in specific areas, such as broadcast campaigns, chatbot or flow builders and, for some, CRM integrations; whatsappx.si offers none of these built in.
When comparing quotes, check how many seats are included (some plans cap users), whether WhatsApp credits must be prepaid separately, and which features, such as chatbot builders and AI agents, are paid add-ons.
How do you estimate a monthly WhatsApp API bill in India?
Use this formula and plug in the current India rates from Meta’s rate card or your vendor’s published INR rates:
Monthly cost = (marketing messages × marketing rate) + (utility messages × utility rate) + (authentication messages × authentication rate) + (max(0, service messages − 1,000 per number) × service rate) + vendor platform fee or markup + software subscription + GST
Here is a purely illustrative example. Suppose a Bengaluru clothing store with one WhatsApp number sends, in a month, 2,000 opt-in marketing templates, 1,500 utility templates (order and delivery updates) and 2,500 service replies from its support team. Using a vendor-published India rate card as the reference (AiSensy’s rates effective 1 October 2026, ₹1.09 marketing and ₹0.145 utility/service, source):

In this example the message fees come to roughly ₹2,615 before software and GST, and marketing templates make up more than 80% of it. That pattern is common: marketing templates drive the bill, while service replies stay close to free unless a single number handles very high support volume.
Where does whatsappx.si fit?
whatsappx.si is a shared WhatsApp inbox for teams. It does not set or collect Meta’s per-message fees. There are two ways to connect a number, and they interact with pricing differently:
- Scan a QR code to link the WhatsApp or WhatsApp Business app number you already have. This uses WhatsApp’s linked-device feature, like WhatsApp Web, so it is not on the WhatsApp Business Platform and Meta’s per-message platform fees do not apply. Recent chat history syncs in, your whole team can reply from one shared inbox, and you can set up keyword-triggered auto-replies today (AI replies are coming soon). It suits everyday customer conversations, not high-volume outbound messaging.
- Connect through Meta’s official WhatsApp Business Platform (Cloud API), an additional option, with Embedded Signup in the app, phone-number verification and several Meta numbers per workspace. Here Meta bills you for messages as described above, separately from anything you pay for whatsappx.si. You can create message templates in the app and sync them with Meta. This is the right route for high volume, approved templates and automation at scale.
whatsappx.si does not offer bulk broadcast campaigns. For plan details see the India pricing page; this article deliberately does not list them.
If you link a number by QR code, keep it safe: a brand-new WhatsApp number should be used normally for 15–20 days before you connect it; send 5–10 messages at a time, never bulk blasts; and only message people who opted in. Otherwise WhatsApp may restrict or block the number. WhatsApp states that its products "are not intended for bulk or automated messaging" (WhatsApp Help Center), and its Business Messaging Policy requires opt-in before you contact anyone (WhatsApp Business Messaging Policy).
How should Indian teams plan their WhatsApp budget for 2027?
- Separate the three layers in every quote: Meta’s per-message fees, the BSP or platform fee (markup, flat fee or none), and the software subscription, each in INR with GST shown.
- Count service replies per number. If one number is heading well past 1,000 replies a month, trimming automated confirmations or spreading traffic across numbers may keep you under the free tier.
- Confirm INR migration before December 2026, and re-check Meta’s rate card every quarter, since rates may change up to four times a year.
