WhatsApp Business API Pricing for US Businesses (2026)

What Meta charges US businesses per WhatsApp message in 2026, what changed on October 1, why marketing templates skip +1 numbers, and when QR linking is enough.

US businesses pay Meta per delivered message on the WhatsApp Business Platform, with the rate set by the message category and the recipient’s country. There is no Meta subscription, but there are new charges since October 1, 2026, a pause on marketing templates to US numbers, and software or partner fees on top. This guide covers each piece and ends with the honest question of whether you need the API at all.

How does WhatsApp Business API pricing work?

Since July 1, 2025, Meta charges on a per-message basis. In Meta’s words, “Businesses are only charged when a message is delivered. Meta does not charge for messages sent.” The price of each delivered message depends on two things: its category and the recipient’s market, identified by the country calling code (Meta pricing documentation).

Messages fall into two groups:

  • Template messages are pre-approved formats you submit to Meta for review. They are the only messages you can send outside the 24-hour customer service window, and they are categorized as marketing, utility or authentication (template fundamentals).
  • Non-template messages are free-form replies: service messages (written by people or a third-party AI) or Meta Business Agent messages, produced by Meta’s own AI agent and billed per token.

The 24-hour window matters for cost. When a customer messages or calls you, a 24-hour timer starts and resets each time they write again. While it is open, you can reply with free-form service messages; once it closes, templates are your only option (customer service window).

Messages from customers to you are always free. Volume tiers can lower utility and authentication rates once you send enough charged messages in a month in a given market-category.

Why can’t you send marketing templates to US phone numbers?

This is the detail that surprises most US teams. Meta states: “WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers (numbers composed of a +1 dialing code and a US area code).” The pause began on April 1, 2025. Attempts to send fail with error code 131049, and because Meta charges only on delivery, those attempts are not billed (per-user marketing template limits; Marketing Messages API, get started).

Two practical consequences: marketing template campaigns to US numbers are not possible on the platform today, whichever provider you choose, so that budget line should be zero until Meta changes this; and marketing templates to customers in other countries are still delivered and charged at that market’s rate. Meta describes the restriction as current, so check its documentation before planning US campaigns.

What can you still send to US customers?

Everything except marketing templates:

  • Utility templates, such as order confirmations, shipping updates, appointment reminders and account alerts.
  • Authentication templates carrying one-time passcodes.
  • Service messages, meaning free-form replies inside the 24-hour window after a customer writes to you.
  • Replies to Click-to-WhatsApp ads. When someone arrives from a Meta ad that opens WhatsApp and you reply inside the window, a free entry point window opens, during which Meta does not charge for marketing, utility, authentication or service messages. Meta’s current pricing page says it “may remain open for up to 7 days,” while older Meta pages say 72 hours, so confirm before you plan around it (Meta pricing documentation).

What changed on October 1, 2026?

Two things, both of which raise costs for teams that were used to free replies:

Service messages are now charged after a free tier. Each business phone number gets 1,000 free delivered service messages per month. From the 1,001st message, Meta charges at that market’s utility and authentication rate. The free tier resets monthly, does not roll over, and Meta does not offer volume tiers for service messages (non-template message pricing; WhatsApp Business FAQ).

Utility messages inside the window are charged. From July 1, 2025 to September 30, 2026, a utility template sent as a reply inside an open customer service window was free. Since October 1, 2026, Meta charges for it on a per-message basis (non-template message pricing).

What is the total cost of ownership beyond Meta’s fees?

Meta’s per-message charge is only one line. A full budget usually has five:

  1. Meta message fees, as above, billed by Meta or passed through by your provider.
  2. Platform or software fees. This varies most by vendor. All figures here are as of October 2026: Twilio charges $0.005 per WhatsApp message, inbound or outbound, on top of Meta’s fees (Twilio WhatsApp pricing). Gupshup’s self-serve API charges USD 0.001 per message with no monthly subscription (Gupshup pricing). Inbox products such as respond.io charge a subscription and pass Meta’s fees through at Meta’s rates with no markup (respond.io pricing); Wati bills its subscription and Meta’s charges separately (Wati pricing). Twilio and Gupshup are stronger choices than a ready-made inbox if you are building your own interface at high volume.
  3. Setup and verification time. You need a Meta business portfolio, phone-number verification and template submissions, which Meta reviews (up to 24 hours per template) (template fundamentals).
  4. Messaging limits ramp-up. New business portfolios start at 250 unique users per 24 hours outside the window and scale up with volume and quality (messaging limits).
  5. Compliance work. Opt-in collection, opt-out handling and, if your business meets the CCPA thresholds, California privacy obligations, which also cover business-to-business contact data since that exemption expired on December 31, 2022 (California AG, CCPA).

An illustrative US budget

For example, a small e-commerce support team with one business number might send 3,000 service replies and 800 utility templates a month. Under the current rules, the first 1,000 service messages are free, 2,000 are charged at the US utility rate, and all 800 utility templates are charged. Multiply those counts by the US rates on Meta’s rate card, add your software fee, and you have a realistic monthly figure. This is only an example; your mix will differ.

When is QR linking enough instead of the API?

Not every team needs the official platform. If your customers write to you first and you are not running outbound campaigns, you may be paying for infrastructure you do not use.

The alternative is to link the WhatsApp or WhatsApp Business app number you already have as a linked device, the same mechanism WhatsApp Web uses. A shared inbox such as whatsappx.si becomes one of the account’s companion devices, recent chat history syncs in, and several teammates reply from one place. There are no Meta per-message fees because messages do not travel through the Business Platform. QR linking fits everyday conversations, not volume. WhatsApp states that its products are not intended for bulk or automated messaging, and its terms prohibit both (WhatsApp Help Center; WhatsApp Terms of Service). If you need templates, higher volume or automation at scale, the official platform is the sanctioned route.

Keeping a QR-linked number healthy

  • If the number is brand new, use it normally on your phone for 15–20 days before you connect it to any software.
  • Send in small batches of 5–10 messages at a time, never bulk blasts, and leave gaps between batches.
  • Message only people who gave you their number and agreed to hear from you, and honor every opt-out (WhatsApp Business Messaging Policy).
  • Numbers that break WhatsApp’s terms can be temporarily or permanently banned or restricted, including losing the ability to link devices (WhatsApp Help Center, unofficial apps).

What it does not do is also worth stating plainly. There are no bulk broadcast campaigns, no chatbot or flow builder and no built-in CRM integrations; other systems connect through a REST API and outbound webhooks. As of October 2026, if you need campaign tooling or a visual bot builder, Wati, respond.io and Gupshup each list broadcast campaigns and a chatbot or workflow builder, so they are stronger matches for that part of the job (Wati; respond.io WhatsApp features; Gupshup WhatsApp API).

How should US teams budget for 2026?

  • Count service replies per number. If one number regularly exceeds 1,000 delivered replies a month, the October 2026 change affects you directly. Consolidated replies reduce the count without hurting service.
  • Stop budgeting for US marketing templates until Meta lifts the pause. Click-to-WhatsApp ads still open a free entry point window.
  • Watch utility templates inside the window. They were free; they are not anymore. Reply with a service message when a template is not needed.
  • Re-check Meta’s rate cards each quarter and keep an “as of” date on any internal cost model.
  • Decide honestly between QR linking and the API. A team that only answers inbound chats may need no Meta fees at all. A team that needs templates, higher volume or automation at scale belongs on the official platform, with opt-in in place before the first send.
